King & Spalding announced that Troy Barsky has joined the firm’s Government Matters and Regulation practice group as a partner on its Healthcare team. He is based in the firm’s Washington, D.C., and Denver offices.
Barsky advises healthcare providers, health systems, technology companies and manufacturers on regulatory, enforcement and transactional matters. His practice includes healthcare fraud and abuse, Medicare and Medicaid law and policy, state healthcare regulation, the physician self-referral law, known as the Stark Law, the Anti-Kickback Statute, accountable care organizations, and Medicare and Medicaid payment and coverage policy. He also advises clients on the regulatory aspects of healthcare transactions, including compliance, corporate structuring, due diligence, licensure and credentialing.
Before entering private practice, Barsky served as director of the Division of Technical Payment Policy at the U.S. Department of Health and Human Services, where he oversaw Stark Law policy and other Medicare payment issues.

Barsky joins the firm from Crowell & Moring, where he was a partner and co-chair of the firm’s Healthcare Practice Group. He earned his law degree from Cardozo School of Law and a bachelor’s degree from Cornell University.
