
Denver Mayor Mike Johnston has issued Executive Order 152, a directive aimed at limiting how federal immigration enforcement agents operate within the city. The order prohibits Immigration and Customs Enforcement and similar agencies from using city-owned or controlled property to stage civil immigration enforcement actions unless they present a judicial warrant or court order or are otherwise required by law.
Under the order, Denver police and sheriff’s deputies are directed to intervene if federal agents use excessive force, document ICE activity with body-worn cameras and provide life-saving aid to anyone harmed during enforcement activities. It also restricts city agencies from sharing databases or technology with federal immigration authorities absent proper legal process and reinforces protections for traditionally sensitive locations such as schools and hospitals.
Johnston framed the action as a measure to protect residents’ constitutional rights without provoking federal authorities, saying the city’s goal is “not to provoke but to protect.” City legal officials contend the order is constitutional and rooted in established legal principles.
