The U.S. Court of Appeals for the 10th Circuit is seeking public comment on proposed changes to its local rules that would take effect Jan. 1, 2027. The revisions address several areas of appellate practice, including bankruptcy appeals, electronic filing and service for pro se litigants, appendix requirements, dismissals and Anders briefs. Proposed revisions to Rule 46.5 also address the increased use of generative artificial intelligence by attorneys and pro se litigants. Other changes would move local forms out of the rules themselves, allowing the court to update forms without going through the annual rules-revision process.
Comments on the proposed changes may be submitted by email to [email protected] through Oct. 18. Final 2027 rules will be posted on its website no later than December 1, 2026, with the changes taking effect Jan. 1. Read the memo and review the redlined documents.
