Bill Introduced Adding Gender Identity, Expression to Protected Classes in Colorado

This week, lawmakers introduced a bill that would add gender identity and gender expression to the classes identified in bias-motivated crimes and harassment. The bill also redefines sexual orientation for purposes of bias-motivated crimes.

Also introduced this week is a bill that gives the Colorado State Patrol the authority to provide law enforcement services for the state’s judges and justices when they’re in the state Capitol buildings group or in the Judicial Center. 


Another bill would require the state department to contract with community-based advocacy organizations to provide short-term assistance payments to survivors of domestic or sexual violence for stable housing.

Title: CSP Authority for Judicial Center & Judges

Summary: The bill gives the Colorado State Patrol authority to provide law enforcement services for the Ralph L. Carr Colorado Judicial Center and its grounds and provide protection for Colorado judges and justices when they are present in the state capitol buildings group.

Title: Discounted Care for Indigent Patients

Summary: The bill repeals the Colorado indigent care program on July 1, 2025, and makes conforming amendments. For purposes of comprehensive primary care services, current law defines an “uninsured or medically indigent patient” as a patient whose yearly family income is below 200% of the federal poverty line. Among other provisions, the bill requires the patient’s annual household income to be at or below 200% of the FPL.

Summary: The bill creates the stable housing for survivors of domestic or sexual violence program in the Department of Human Services. The bill requires the state department to contract with community-based advocacy organizations to provide short-term assistance payments to survivors of domestic or sexual violence for stable housing. For each state fiscal year through 2029, the bill requires the general assembly to appropriate $2 million from the state long-term works reserve to the program.
