Colorado Legislature Postpones Indefinitely Nearly 130 Bills in 2025 Session

At the close of the 2025 Colorado legislative session, roughly 130 bills have been postponed indefinitely, or killed. 

Among those is a measure that would have prohibited the use of automated decision systems to inform individualized prices for consumers or wages for workers. This is based on surveillance data using artificial intelligence or other technology like machine learning.


Last July, the Federal Trade Commission launched an investigation into such pricing practices. Specifically, the FTC issued eight orders to companies who engage in “surveillance pricing,” stating it’s attempting to “better understand how surveillance pricing is affecting consumers, especially when the pricing is based on surveillance of an individual’s personal characteristics and behavior.”

Other bills that didn’t make it through the session included one that would have set a minimum bond of $7,500 for crimes of violence if certain conditions are met. A similar fate was met by a bill that would have given parties in forcible entry and detainer cases the right to a trial by jury.
