Bill Placing Restrictions on Debt Collection Actions Introduced in Colorado House

Lawmakers this week introduced a bill that would allow immigrants to use a photocopy of a passport issued by their country of origin as an acceptable identification document to get a driver’s license or ID card in the U.S. The bill would also repeal several provisions in the current law like requiring applicants to have filed a Colorado resident income tax return and requiring applicants to provide a documented social security number or individual taxpayer identification number. 

Also introduced this week is a bill that would make it an unfair or deceptive trade practice under Colorado law for debt collectors or collection agencies to take any legal action on a debt against a consumer if the debt collector or collection agency is the named plaintiff unless the debt collector has purchased complete ownership of the debt. Debt collectors also wouldn’t be able to seek or support a warrant or otherwise promote the arrest or detainment of a consumer in any legal action against the consumer in connection with an action to collect or attempt to collect a debt.

Summary: The bill amends consumer protection laws regarding ticket sales and resales for events. The bill requires operators and resellers to guarantee refunds to purchasers of tickets under certain circumstances. The bill prohibits an operator from denying an individual access to an event because the individual’s ticket was bought through a reseller. The bill also expands the actions that constitute a deceptive trade practice during the sale or resale of tickets.
